    Nine water companies will not be using customers’ money to fund bonuses, as new
    Ofwat rules on executive bonuses come into force, the water
    regulator said on Thursday. 

    Ofwat said it had stepped in to halt water companies that cannot
    show bonuses are sufficiently linked to performance from using customer money to fund the payouts, amounting to 73 per cent of the total executive awards,
    worth £6.8million, proposed across the industry. 

    Six companies voluntarily decided not to push the cost of executive bonuses worth a combined £5.2million onto customers, with shareholders paying instead. 

    Ofwat said it would otherwise have moved to block the
    payouts.

    Water firms paid out a total of £9.3million in executive
    bonuses over the last financial year.

    Blocked: Thames Water, Yorkshire Water and Dŵr Cymru Welsh Water have been blocked by Ofwat from
    allowing customers to pay £1.5m of executive
    bonuses

    David Black, chief executive of Ofwat, said:
    ‘In stopping customers from paying for undeserved bonuses
    that do not properly reflect performance, we are looking to sharpen executive mindsets and push companies to improve their performance and culture of accountability. 

    ‘While we are starting to see companies take some positive steps, they need
    to do more to rebuild public trust.’

    Ofwat said new rules on water company bonuses and dividend payouts to shareholders
    were ‘beginning to bite’ in their first full year since being introduced.

    In blocking the awards, Ofwat will instead adjust costs for the companies
    so that they cannot recover the sums from customers.

    It revealed that Thames Water – more than £16 billion in debt and at the centre of growing public outrage over pollution and rising bills
    – was planning to use customer cash to pay £770,000 in bonuses for its chief executive Chris Weston and
    chief financial officer Alastair Cochran.

    Action was also taken against £616,000 worth of payouts
    for top bosses at Yorkshire Water and £163,000 of bonuses at Dwr Cymru
    Welsh Water.

    Secretary of State for Environment, Food and Rural Affairs Steve Reed said: ‘It is disgraceful
    that half of water companies have given out unjustifiable and unmerited bonuses.

    ‘That is why this Government is introducing urgent legislation to ban the payment of unfair bonuses to polluting water bosses so payouts of
    this kind can never happen again.

    ‘But there are deeper issues that need long-term solutions, which
    is why we have launched the largest review of the sector
    since privatisation.’

    Today’s statement from Ofwat comes at a time of growing public
    and political pressure on the sector to address poor performance on sewage pollution and leaks amid surging customer bills.

    Ofwat said it would be able to block bonus payouts entirely under the new water Bill being launched by the government.

    The regulator also published its latest report on water firm
    resilience showing that £1billion was paid out in shareholder dividends in 2023-24, though this was £400million less than the
    previous year thanks to a ‘clearer link’ to performance.

    In the report, it named Thames Water, South East Water and Southern Water as being in need of action to address big holes in their finances.

    This means the three firms are subject to high priority monitoring and cash lock-up measures, which prevents them from paying dividends without approval from the regulator.

    A further seven companies have been declared as
    having an ‘elevated concern’ over their financial resilience, while six firms
    are deemed to be ‘standard’, with no specific concerns
    over their financial health.

    Mr Black said: ‘Our new rules on exec pay and dividends link both to company performance.

    ‘Through these new rules, our enforcement action and our incentive regime, which has imposed £430 million in performance penalties since 2020, we are challenging companies to deliver improvements for both customers and the environment.’

    Water watchdog Ofwat is expected to confirm in December how much it will allow water companies
    to increase their bills by over the next five years.

    On Wednesday, Severn Trent revealed it nearly tripled its profits in the first half of its financial year while also failing to meet a key drinking water safety standard.

    The utility company, which supplies water to 4.6million households and business across the Midlands and Wales,
    said it will fail the so-called compliance risk index, a metric which indicates whether firms are treating water in line
    with regulations.

    Severn expects ‘to be in penalty’ on the metric,
    largely as a result of issues at a treatment works in Strensham, Worcester, where it
    said it has introduced a new disinfection scheme.

    In a VBTC broadcast, caretaker Prime Minister Charlot Salwai issued a state
    of emergency for seven days, and instituted a curfew – except for essential services –
    from 6pm to 6am.

    Telecommunications failures after the earthquake have made confirming
    the scale of the harm and damage difficult.

    Those that were able to communicate with the outside world were largely able to do so through
    Starlink, including journalist Dan McGarry.

    “I know of one fatality according to police stationed at Port Vila Central Hospital, and I saw with my own eyes three others on gurneys … I’m expecting the casualty figure to rise,” he
    told AAP about three hours after the earthquake.

    Mr McGarry has documented landslips around the capital, including a
    major blockage of a key road near the country’s chief international

    with acting Pacific Minister Matt Keogh, said Australia would be rushing to its neighbour’s
    aid.

    “Australia stands with the people of Vanuatu … we are family and we will always be there in times of need,” the pair said in a statement.

    Mr Jeangene Vilmer said France was working with Australia and New Zealand to co-ordinate the disaster response.

    The computer meltdown at NatWest and Royal Bank
    of Scotland, which left millions unable to access their salaries, could
    stretch into next week it emerged today.

    The banking group will open 1,000 branches on Sunday, from 9am to midday, as
    millions of people are unable to receive money or pay bills because of an ongoing technical
    crash.

    Doors were also kept open until 7pm on Friday and until
    6pm today because a huge number of transactions failed to go through properly.

    The problems with account access now rank as one of the worst technical failures at a
    British bank.

    Up to 12 million people have been affected by the major computer error which was triggered when a software upgrade was being installed to the
    payment system.

    Can I force NatWest or RBS to cover late payment penalties or extra costs
    caused by its banking meltdown?

    Susan Allen, customer services director for RBS-NatWest retail, told ITV News it was difficult
    to say exactly when all the problems would be resolved.

    The systems failure, which the company now says began on Tuesday, meant that payments due to be made on Wednesday night,
    ready for Thursday, did not appear in account
    balances.

    As a result, some customers were blocked from taking money out of
    cash machines, while others had internet supermarket food
    deliveries stopped after payments were rejected.

    CAN I FORCE NATWEST TO COVER ANY PENALTIES?

    The crisis-hit bank has so far refused to confirm specifically
    whether it will compensate customers if they are hit
    with late payment fees from third parties – through no fault of their own.

    Our banking correspondent explains customers’ rights when it comes to getting justice
    from financial services firms.

    Some people could not use debit cards at tills, including hotel check-out desks, airports and petrol stations.

    Some customers were able to access their money by 4pm Thursday
    but problems have persisted and customers continued to report being unable
    to access their cash this morning. It is unclear whether the problem
    that stopped payments due on Wednesday night have also blocked payments due for last night.

    A statement on a NatWest feedback website said today: ‘Unfortunately we are once again experiencing technical issues with our
    systems and account balances have not updated properly overnight.

    This means where money has gone into a customers
    account, there may be a delay in it appearing on their balance.

    ‘We can assure our customers that this problem is strictly of a technical nature and we continue to work hard to resolve this.

    ‘We also recognise this is an unacceptable inconvenience for
    our customers, for which we apologise.’

    The company also confirmed the problems were not the result of an external attack on its
    systems.

    RBS, which conducts retail banking under the NatWest, Royal Bank of Scotland and UlsterBank
    brands, kept 1,000 of its branches open until 7pm last night to let people take out some money, and opened them earlier today, in order
    to assist customers.

    At 8am today, an RBS spokesman said the bank was preparing a new statement
    to update customers.

    Anger: A NatWest feedback website showed customers continuing to report being unable
    to access their money at 8am on Friday.

    There was confusion yesterday with customers reporting problems that
    were not connected to payments not being made.

    IS THIS BRITAIN’S WORST BANKING SERVICES FAILURE?

    Online banking services occasionally go down and customers find themselves locked out, typically for a few hours.

    But it’s very rare that these problems last for
    longer than that.

    Last summer, Tesco Bank saw a huge backlash particularly on the reader comments on this website, when a technical
    glitch locked customers out of accounts for up
    four days.

    But the full extent of those delays affected only
    2,500 people. The meltdown at RBS-NatWest has blighted up to
    12million people. 

    Tesco promised to reimburse people who could prove they lost out financially as a result of the confusion. Let’s hope RBS offers the same response.

    Unfortunately for customers of British banks these sort out of failures will become more
    common – see below.

    For example, staff in one branch in West London told customers they should only use
    the bank’s own ATMs to guarantee being able to get money out.

    The branch had closed its doors with only two members of staff outside telling
    customers that they would not know until tomorrow when services would
    be restored.

    Elsewhere, customer were so alarmed yesterday that they
    queued at branches to insist that staff hand over all the cash in their current accounts.

    After hours of silence, the bank issued a message on its
    website in mid-afternoon stating: ‘This is an unacceptable inconvenience
    for our customers for which we apologise.’

    There are fears that many thousands of customers could be hit with penalty charges because regular standing orders and direct debits, including
    rent and mortgage payments, were also affected.

    Some are worried they could lose family holidays because the final instalment of their payments were not transferred as expected.

    House purchase transfer payments were also stalled
    by the computer failure.

    The collapse triggered a string of comment on Twitter from customers, with some suggesting
    the NatWest debacle would be similar to the meltdown predicted for Greece if the country crashed out of the euro.

    Mother-of-two Lisa Browne, who was sick and off work, tried to get Tesco to deliver a weekly food shop to her home so she could feed her children. However,
    the store called to say it would not accept the order because her
    NatWest bank card had been declined.

    FIRST-TIME BUYER UNABLE TO BUY HOME BECAUSE OF BANK ERROR

    First-time buyer Milley Colley, 27, was unable to move
    into her new two-bedroom flat yesterday because
    NatWest had not transferred the money.

    She attempted to send the funds to her solicitor – two days before the problems officially begun – but they never arrived.

    The freelance photographer was supposed to move into
    a property in Bow, east London, but is still in her parents home in Teddington, south-west London, while she
    waits for the bank to deal with the problem.

    ‘The completion date was yesterday but NatWest have been having problems since Tuesday.
    I went into a branch to do a same day payment to my solicitor but that payment never arrived,’ she said.

    ‘I phoned NatWest and the person told me it had arrived and there was no problem.
    The money left my bank immediately on Tuesday but has still not
    arrived.

    ‘Then yesterday they said they did not know where the money had gone.

    ‘I have got all my stuff packed up and I had taken the day off working yesterday and I was ready to go.’

    She is moving into the flat on her own and has funded the
    purchase through a private family loan. Two other people in the chain are believed to
    be affected.

    Meanwhile, student Kora-Lee Holmes, 21, was stranded in Venice,
    Italy, unable to pay her hotel for the stay because her bank card was not working.

    She missed her flight home while she battled
    to make the payment so her father Adrian was forced to spend £200 to re-book her
    on another one last night.

    The Hull University student said: ‘I tried paying the hotel with my NatWest Visa debit card but it
    didn’t work and when I got on my online banking I was unable to transfer any money.

    ‘I was trying to get the money paid while all the time
    the clock was ticking down to when my flight took off.
    I tried phoning NatWest but there was a 45 minute queue.

    ‘I just got the standard response on the website about a temporary problem with the site and that was at 8.30am
    Italian time. This didn’t help me.’

    She was flying back to Newcastle instead of Manchester because it was the only flight available.

    The weekly paid admin worker, who lives in the Midlands, was relying on her
    salary going into her account to keep her in credit.
    She said: ‘I am really annoyed. My worry is what is going to happen with the direct debits that are
    supposed to be going out?’

    Lance King and his family were left homeless after the problems at NatWest caused their house purchase to fall through.

    He and wife Gemma had sold their previous property, but could not move into their new one because IT
    problems meant the money for the sale had failed to appear.

    Last night they and their two daughters, aged one and
    five, were forced to stay with Mrs King’s parents.

    ‘It is a complete nightmare,’ said Mr King, 34, from Whiteley, Hampshire.

    ‘We had a removal van outside the house waiting to get
    in but because the money was in a NatWest account, we couldn’t complete the sale.

    ‘All of our stuff is now in storage and my wife and two children are living with
    my in-laws. The stress has been horrendous.’

    Although he is not a NatWest customer, Mr King’s move was brought to a halt because his solicitor’s account is with NatWest.

    ‘For a big corporate bank it is just unbelievable,’ he added.

    Also hit by the problem were first-time buyers Mike
    Johnson and his pregnant wife Laura.

    The couple were thrown out of a house they thought they had paid for on Thursday
    after the problems at NatWest meant the payment did not go through as expected.

    The Johnsons had been allowed access to the newly-built property after transferring the money to their solicitor’s NatWest
    client account on Monday. But the balance still hadn’t arrived on Thursday – so that evening the site manager arrived at their house and asked them to leave.

    ‘We had to pack our bags then and there and we are now living
    with our sister-in-law until this is sorted out,’ Mr Johnson said.

    Mark Groom, of Groom Halliday Property Solicitors, said:
    ‘If we can’t see the money – whether or not it is actually there – a
    property sale simply cannot complete. Because so many completions occur on Fridays, the numbers
    affected will be huge.’

    A NatWest spokesman said they were doing ‘absolutely everything they could’
    to fix the problem.

    WAS NATWEST’S NEW MOBILE PAYMENTS GIZMO TO BLAME?

    Last Wednesday, NatWest heralded a leap forward for its mobile phone payment technology.

    It launched a system – GetCash – that would allow people to take cash from an ATM without
    using their cash card, by making a request on their handset.

    They are sent a six digit pin number, after making the request, which can be entered at a cash machine.

    The aim, the bank said, was to help people who may have lost or forgotten their card or those who
    want to leave their wallet at home.

    It was made available to around two and-a-half million customers
    who already have the banking app on their phone – on iPhone,
    Android or BlackBerry Smartphones, and on the iPad.

    The launch comment from Ben Green, head of mobile at NatWest and RBS, well now
    have a sense or irony: ‘We’ve heard countless stories from
    customers who’ve left their wallet behind, or parents who need a quick way to send money across to
    their children immediately.’

    The first customers knew of a problem was when their cards were rejected at tills and ATMs.

    NatWest put a message on its website in the morning which read: ‘We are currently experiencing technical issues which mean that a number
    of customer account balances have not yet been updated and
    some of our online services are temporarily unavailable.’

    Student Kora-Lee Holmes, from Hull, sent
    a tweet saying she had been blocked from checking
    out of a hotel in Italy and so had missed her flight home. She posted: ‘Missed my flight home from Venice because NatWest’s server problems…New flights = £200.’

    Customers finally began reporting that their accounts were
    back up and running, including salary credits, at around
    4pm.

    NatWest, which has 7.5million personal banking customers, is part
    of the Royal Bank of Scotland group, and is 80 per cent owned by the taxpayer.
    The bank pledged that no customer would be out of pocket as a result of the ‘technical’ problems.

    ‘More technical problems lie ahead for ALL British banks’
    Last week, RBS-NatWest launched a mobile banking app that lets people to withdraw money from cash machines using
    their smartphone.

    It is the latest bank to offer such technology as
    the industry moves towards making smartphones
    digital wallets.

    But the rush to offer new technology may come at a price.

    Experts warned that customers of UK banks would increasingly face such problems because of the rush to deliver
    new and evermore sophisticated services.

    Daoud Fakhri, senior analyst at consultancy Datamonitor
    Financial Services, said: ‘This episode is
    emblematic of wider problems facing the banking sector as
    a whole.

    ‘Many providers, being early adopters of IT systems when the technology was still in its infancy, have been left
    saddled with inflexible core systems that are often several decades old, and that are increasingly unable to cope
    with the demands being placed on them.

    ‘The growing expectations of consumers around online and mobile banking
    means that the tensions between the provision of ever more sophisticated
    services and the capability of core systems to satisfy these demands
    are close to breaking point, and this increases the likelihood of episodes such as
    the NatWest mishap happening again.’

    “Siua Taukeiaho and Latrell Mitchell are fighting
    it out right now for the goal-kicking duties,” Cordner said.

    “Siua kicked for his country during the World Cup and he kicked really well, he’s kicked really well
    for the Roosters too.

    “And Latrell’s been kicking awesome.”

    An electrical fire that turned a crowded Cairo church into a deathtrap highlights a persistent problem, say
    Coptic Christians in majority-Muslim Egypt — a struggle to build or renovate
    their places of worship.

    The residential-style multi-storey building housing the Abu Sifin Church where
    41 worshippers died had only one exit and, like most structures in Egypt, lacked smoke detectors
    and alarms or fire escapes.

    Its location in a maze of alleyways in the working-class district of Imbaba
    was part of the reason firefighters reportedly
    took more than an hour to arrive, during which dozens
    died of smoke inhalation.

    Unable to escape the flames down the narrow staircase from the upper floors,
    some of the about 200 worshippers “threw themselves out of the windows,” one
    witness told AFP.

    Christian leaders say policy changes since 2016 have facilitated obtaining building permits — but also that many
    churches remain located in dangerous makeshift locations unsuitable for large congregations.

    “As we’ve seen, these are life and death matters and disproportionately affect churches in poorer areas,” historian Amy Fallas, who has studied the issue, told AFP.

    Since Sunday’s disaster, two more churches have caught fire,
    both blazes also blamed on “power surges”, though they were quickly contained and caused
    no casualties, according to church and official sources.

    Copts are the Middle East’s largest Christian community but are a minority in Egypt, the Arab world’s most populous country, where they account
    for 10 to 15 percent of the country’s 103 million people.

    Christians have in the past been targeted in deadly attacks by Islamist militants,
    particularly after the 2013 overthrow of Islamist president Mohamed Morsi, with churches, schools and homes burnt down.

    – ‘Bureaucratic hurdles’ –

    Such violence has eased, and Egyptian President Abdel Fattah al-Sisi, the first to attend Christmas mass
    every year, was quick to offer his condolences Sunday to Pope Tawadros II, head of the
    Coptic Orthodox Church.

    With world attention on the tragedy, a presidential decree was issued for the Armed Forces Engineering Authority to renovate the charred church.

    In the aftermath of the disaster, Tawadros II said on national TV that
    Copts often pray in “small, inadequate churches”, and that the
    Abu Sifin Church measured “only 120 square metres” (about 1,300 square feet).

    The pope said Copts had often faced bureaucratic hurdles in obtaining permits to build and repair churches, “a very cumbersome process”, but he was careful to clarify this had been the case until “over a decade ago”.

    A 2016 law to improve the process has been lauded as a breakthrough by authorities.
    By last year, 1,077 churches had been recognised as legal places of worship, according to
    a cabinet statement that hailed Egypt’s “unique model of interfaith coexistence and national unity”.

    Father Yohanna, of Cairo’s Great Saint Anthony’s Church, told AFP that
    the process to build and renovate churches, once difficult, had indeed “become smooth” since 2016.

    But the priest — who lost six relatives in Sunday’s fire, including three children — also said
    that places of worship still require better inspections to avoid more such tragedies.

    – ‘National unity’ –

    The multi-storey building housing the Abu Sifin Church where 41
    worshippers died had only one exit and, like most structures
    in Egypt, lacked smoke detectors and alarms or fire escapes

    Critics say the state’s legal push in the name of “national unity” in fact stigmatises complaints of discrimination as “anti-patriotic”, as Fallas argued in a paper
    for the Tahrir Institute for Middle East Policy.

    The Egyptian Initiative for Personal Rights (EIPR) says authorities have conditionally approved fewer than 40 percent of requests to build
    or repair churches since 2016, with only 20 percent granted final approval.

    EIPR also argues that Copts still face discrimination.

    A fire in 2016 that destroyed the Church of Saint Joseph and Abu Sifin in Ezbet Faragallah in Minya, south of Cairo, has been described by some as a “deliberate act”, according to the group.

    The church submitted a request to rebuild the house
    of worship after it was demolished in 2021, but has received no response so far.

    Named Umka, after a popular Soviet polar bear cub cartoon hero, the initial 5,000 residents will live under a vast dome to
    protect themselves from temperatures sinking below minus 30C in winter.

    ‘This city will be of strategic importance as Russia’s
    northern outpost,’ said architect Valery Rzhevskiy who has
    shown its modernistic designs to an approving Vladimir Putin.

    Extraordinary: The city will cost up to £4 billion and be built on the remote island of Kotelniy,
    in the Novosibirsk archipelago, some 1,000 miles from the North Pole

    Vast: The Umka designs are based on the International Space Station but in comparison is much larger – one mile long and 800 yards wide

    clinging to a telegraph pole in Panama. 

    The rescue took place in the township of Alcalde Diaz in the Republic of Panama on Wednesday, January 13.

    is seen hanging onto the utility pole as the firefighter tries to pull it
    away.

    of the National Police of Panama, the Panama Fire Department, and the power company Electron SA.

    The WA Supreme Court heard the reclusive billionaire also allegedly tried to have
    her father Lang Hancock’s wife Rose Porteous deported, and racially abused her amid fears she would inherit
    shares in Hancock Prospecting.

    Hill diversion’, to avoid accruing capital gains tax or stamp duty liability.

    ‘We say the evidence that fraud was perpetuated
    by Gina on her children is overwhelming,’ he said, referring to a long-running family
    feud that is also in arbitration in the Federal Court.

    He said Lang Hancock wanted his grandchildren to benefit from the assets via trusts, including John Hancock and Bianca Rinehart, who
    made an unexpected appearance at court.

    Under a 1988 agreement penned by Lang Hancock, his grandchildren were to be the
    principal benefactors of his efforts to develop an iron ore mine at Hope Downs
    and 49 per cent shareholders in Hancock Prospecting.

    ‘Lang was simply not prepared to give Gina everything she wanted, which was everything,’ Mr Withers
    said.

    Mr Withers said Mrs Rinehart ‘deliberately destroyed’ the arrangement after Lang Hancock died through
    a series of transactions that increased her shareholding at the expense of her children.

    ‘The events after Lang died constitute an egregious fraud orchestrated by Gina and carried out
    by people who did whatever Gina wanted without questioning,’ he said.

    He said the actions were ‘covered up’ with a ‘false narrative to her children and the
    public generally that (Hancock Prospecting’s) and her personal success was
    simply a product of hard work rather than dishonesty’.

    ‘The truth is Lang discovered the mining areas in the Pilbara.
    He was the driving force behind the decision to start a mine,’ he said.

    The court also heard about the multiple disputes Mrs Rinehart allegedly had
    with her father in the 1980s, including after he married his housekeeper Rose Porteous and she allegedly contacted the immigration department in a bid to
    have her stepmother deported to the Philippines

    Mr Withers said Mrs Rinehart lied to her children about her actions and threatened John Hancock and his lawyers when they
    attempted to investigate the matter.

    The court also heard about the multiple disputes Mrs Rinehart allegedly had with her father in the 1980s, including after he married his housekeeper Rose Porteous
    and she allegedly contacted the immigration department in a
    bid to have her stepmother deported to the Philippines.

    The claims were made in a high-stakes legal stoush in Perth

    of Wright Prospecting and DFD Rhodes, with Bianca Rinehart in court on Monday listening to her barrister.

    The FTC accused Mobilewalla and Gravy Analytics of
    engaging in unfair and deceptive practices by gathering location data without ensuring it
    had been obtained with the individuals’ consent.

    The settlements – including the first to bar gathering location data through
    online ad auctions – are part of the Biden administration’s crackdown on data brokers over privacy
    concerns. The U.S. Consumer Financial Protection Bureau
    proposed rules on Tuesday to rein in the industry.

    Websites, mobile devices and applications collect vast amounts of
    data on individuals which is sold and bought in secondary markets.
    While such data is typically used in online advertising, the FTC has expressed concern that it could facilitate stalking,
    blackmail, espionage and unlawful government surveillance.

    Mobilewalla and Gravy Analytics used data showing
    the locations of mobile devices at certain points in time to sell products that could
    profile users based on visits to churches or political events,
    the agency said.

    The companies agreed to stop using sensitive location data, and offer opt-out mechanisms for individuals.

    Unacast, which owns Gravy Analytics, did not respond to a request for comment.

    Mobilewalla in a statement disagreed with many of the FTC’s allegations,
    but said the settlement will let it continue providing “valuable insights to businesses in a manner that respects and protects consumer privacy.”

    The FTC accused Mobilewalla of gathering location data on hundreds of
    millions of devices from online advertising auction platforms where companies bid for space
    to show their ads to specific audiences. It was the first time the FTC said that using such platforms
    to compile consumer location data is unlawful.

    Mobilewalla agreed to stop gathering information from ad auctions for
    purposes other than bidding on ads.

    FTC Chair Lina Khan said online ad auctions merit further attention from U.S.
    policymakers.

    “The multi-billion-dollar industry built around targeted advertising may presently leave Americans’ sensitive data extraordinarily exposed,” she said.

    Gravy Analytics sells location data to government contractors via
    its subsidiary, Venntel, raising constitutional concerns, Khan and her fellow Democratic commissioners said.

    The FTC’s two Republican commissioners, whom President-elect Donald Trump could tap
    to lead the agency after he takes office, partially supported the settlements.

    Commissioner Melissa Holyoak agreed that selling location data to U.S.
    government agencies could violate individuals’ constitutional rights.

    Commissioner Andrew Ferguson took no position on the constitutional question, but
    said attendance at public protests cannot be considered sensitive information.
